The Ministry of Investment (MoIN) / Public-Private Partnership Unit of the Hashemite Kingdom of Jordan hereby invites qualified companies or consortia to participate in the Request for Qualification (RFQ) process for the Non-Revenue Water (NRW) Reduction Project through a Performance-Based Contract (PBC) in Amman Governorate, in cooperation with the Water Authority of Jordan and Miyahuna Company.
The Project is aligned with the National Water Strategy and aims to reduce non-revenue water and improve the efficiency of water services and operation of distribution networks in the southern and southeastern areas of Amman.
The Ministry of Investment seeks to select a private sector operator to contract with the Water Authority of Jordan (WAJ) for implementation of the Project through a transparent and competitive procurement process, in accordance with the Public-Private Partnership Law No. (19) of 2023 and in line with international best practices.
The procurement process will be conducted in two stages:
- First Stage – Request for Qualification (RFQ): Interested parties are invited to submit their qualifications for shortlisting.
- Second Stage – Request for Proposals (RFP): Only shortlisted applicants will be invited to submit their technical and financial proposals

Applications for Qualification must be submitted in person to the Public-Private Partnership Unit, Ministry of Investment, 2nd Floor, Fifth Circle, Al-Kindi Street, Building No. (36-A), Amman, Jordan, P.O. Box 893, Amman 11821, Jordan, in addition to submitting an electronic copy in accordance with the instructions provided in the RFQ documents.
The deadline for submission of Applications for Qualification is Thursday 23 April 2026 at 12:00 PM (Amman Local Time).
