بدوره قال الوزير المصري، إن اللامركزية موجودة في الكثير من دول الجوار ودول العالم، حيث سجلت نجاحًا واضح المعالم، الأمر الذي دفع إلى أخذ العبرة من التجربة الحالية والمضي نحو تجربة تعزز من تكريس مبدأ اللامركزية الذي أرادهُ جلالة الملك.
وأشار إلى أن العديد من العوائق والتحديات وقفت أمام تجربة اللامركزية، تصدرها سحب الصلاحيات، وعدم التنسيق والتعاون بين مجالس البلدية والمحافظات، التي عطلت تنفيذ مشاريع هائلة تعود بالنفع على المواطنين.
وأكد الوزير المصري أن نجاح اللامركزية مرتبط بنقل الصلاحيات، لافتًا إلى أن الحكومة تسعى إلى إيجاد قانون لامركزية شامل ومتكامل، بحيث يكون للمواطن مشاركة في تحديد أولوياته وترجمتها على شكل مشاريع وبرامج ومتابعة سبل تنفيذها، مشيرا الى أهمية توسيع صلاحيات البلديات، التي نجحت منذُ تأسيس الدولة، بمسؤولية الحكم المحلي في مختلف القطاعات الخدمية كالصحة والتعليم والمياه والكهرباء، فضلًا عن تقوية مجالس المحافظات تسهيلًا لاتخاذ القرارات من الميدان دون الرجوع إلى المركز الرئيسي.
وأشار الى أهمية تمثيل غرف الصناعة والتجارة والاتحادات الزراعية، والنسائية، فضلًا عن رؤساء اتحاد الطلبة في الجامعات، وحتى النقابات المهنية في مجالس المحافظات.
من جانبهم تحدث الأعيان عن أهمية إيجاد إطار واضح المعالم لتطبيق اللامركزية، يضمن تكريس ثقافة الحكم المحلي ودمج المواطن في تحديد أولوياتهم حسب احتياجاتهم.
