أكّد وزير العدل الدكتور بسام التلهوني أن التعديلات التي يتضمّنها مشروع القانون المعدِّل لقانون أصول المحاكمات المدنيّة جاءت لغايات تسريع إجراءات التقاضي، وزيادة فاعليّة التبليغات القضائية، وتحسين سير عمل المحاكمات.

وأكّد التلهوني أنّ من حقّ وزارة العدل الإشراف والرقابة على أعمال الشركات المعنيّة بالتبليغ، ومحضريها، وإلزامها بتكرار التبليغات غير الناجحة على نفقتها الخاصة، كما أنّ الشركات ملزمة بتقديم كفالة للوزارة، وتتمّ مصادرتها في حال ارتكاب مخالفات، بموجب نظام التبليغ بواسطة الشركات الصادر بموجب أحكام قانون أصول المحاكمات المدنيّة. وأفاد التلهوني أنّ اختيار التبليغ عن طريق الشركات جاء وفقاً للممارسات الناجحة، إذ أثبتت إحصائيّات الوزارة أنّ نسب نجاح التبليغ عن طريق الشركات يفوق بكثير نجاح التبليغات الفرديّة التي يقوم بها المحضرون، مؤكّداً أنّ المبالغ التي تتقاضاها الشركات “معقولة” وتتناسب مع مستوى الإنجاز ونسب التبليغات الناجحة.
